Those are actually FL-9's that got the experimental "MTA" paint schemes. They were actually blue and yellow. The yellow quickly faded to white over time.

 

3rd Rail would have been the one to do this, but they opted for the standard scheme as well. Can't blame them, any major PC release is a bit of a gamble since it's very much a love or hate road name.

If by "the same manner" you're referring to commuter service, then yes, Penn Central used E units in a manner similar to the FL9s. Penn Central E7s and E8s continued in New Jersey DOT subsidized commuter service on the New York & Long Branch into the Conrail era.

 

 

Also, during the early PC era, E8s were still the backbone of the railroad's intercity passenger fleet with many of them conveyed to Amtrak in 1971.
