445 and 356 are different animals. The 455 is fairly straight forward with a single solenoid that operates the two men through a series of levers and a string. Cleaning and light lubrication should get things working. The string cut a slot in the wall where it goes through and the service manual recommends installing an eyelet at this location. Depending on their condition, both the spring and string may need replacement.
The 356 is a vibrating accessory and can be tricky to get working. It sits on rubber feet which should not be rock hard. The baggage cart runway sits in small springs with adjusting nuts. This must be there and in good working condition. The runway must be clean and rust and lubricant free. The carts need to have rubber feet with good whiskers. In addition to adjusting the spring tension, the voltage also has to be adjusted to get things to work properly.
This is all complicated by the mechanism that lets only one cart out at a time. It is not uncommon th see the tall post on the carts cut off so the station will work with only one cart. The levers that the carts trip have to work very easily to get it to control the carts properly. It does not hurt to have a cart with the post cut off to get the runway working first.
