This drawback with upgrading all these Budd sets are all the non powered units that probably want to have their own Command capability and electrocouplers, to create a lashup. It adds up pretty fast.  I have that same CN set with the optional 2 car non powered add on set. In my case that’s 3 non powered units. You might want to consider using a cheap LCRX board in your dummy unit. I believe Lionel still sells them and they are easy to install.  The electrocouplers are very generic: the same ones used on all the TMCC GP-7/9 locos. You don’t necessarily have to upgrade the non powered unit, but that would be like having an F3AA without rear electrocouplers. 

I have two kits that were designed to upgrade GP-9 B units that would work great in your dummy units. They contain the TMCC LCRX, the proper ElectroCouplers for your Budd Cars, and just about everything else you'll need to convert a dummy unit for directional lighting and coupler operation.

I noticed your response on my For Sale thread. Since the moderators are likely to delete it, I'll response here.

Unfortunately, the LCRX boards in the kits are only for dummy units -- they'll control things like the directional lighting and ElectroCouplers you'll need for one of those, but they don't control motors.

As John mentioned above, if you're looking for a complete kit for a powered unit, the ERR AC Commander is the way to go. But if you want to upgrade your dummy unit in that set, the LCRX Upgrade Kits that I have would be perfect.

Rather than getting a dummy TMCC board for the un-powered unit, just get a 4 pin tether to run the headlight and rear coupler.  I doubt you would be not running these together, so the tether is an easy way to go.  That is what I did with my MPC GP9s and my MTH Turbines I converted to TMCC last week.
