Lionel Saw Mill with the Spinning Blade

I have the Lionel Saw Mill with the spinning blade. It has started to run a lot slower than it used to and I think the white pulley that's connected to the drive belt has a lot of drag on it. Is there any way to clean it or lubricate it to reduce the drag on it. There is no part number in the parts breakdown. My version is a 6-24147.
