I don't know what the official part name is, but I'm referring to the fiberglass-ish looking woven "sock" that covers the heating coil in older TMCC Lionel smoke units.  I've seen these things actually be melted into the fine little coil wires of the element, probably from someone running the engine dry in the higher voltage range.  My question is would it be better to cut and remove the "sock".  Not sure what its original intent was, perhaps to keep the coil evenly saturated?  Keep it or cut it?
