Simulated billows of static Smoke

I need to make some simulate billowing smoke coming from buildings cars and what not. How to I color the cotton balls grayish black or is it a different material than cotton balls? I would like to inquire if anyone here has added interior decorations in the Lionel smoking diner? I have seen the kits for the plastiville diners but nothing else. I know that the smoke unit may get in the way but if anyone has done it please let me know.
