Lionel station sounds diner lights question

Will the lights work if a bulb is burned out? If a bulb is missing?

Thank you for your help.

OK I discovered lights will work in either instance. I tested power from diner car lead for light bar and get less than one volt. Reprogrammed car, same result , tested lead backwards if + and - were reversed no. So problem is else where in car and beyond my expertese.
