Another suggestion is a tapered awl or punch to ever so slightly open up the formed rail pin opening. Almost any tool could be used the right diameter.

My impression is that the metal and formed hole just has a sharp edge, and that catches the soft plastic insulating pin. I've seen this in all brands of track- again, a softer plastic pin, a press fit, a somewhat sharp square edge on the hole, and you could have trouble pushing the soft plastic pin in.
