Again, without the product number and a better description -- you don't list the road name, and there's no such thing as an "H-14-44" -- it's hard to help. We're not mind readers!
Having said that, I know this era of Lionel production fairly well, and you likely have a 6-28838 Union Pacific H-16-44.
Given what you've described, and that you've already tried a reset, there are two places to check.
1) Your R2LC could be bad. If you have a spare R2LC or can rob one from a product made approximately the same time, swap the board and see what happens. (I have a few extra R2LC's for sale, if you find this to be the problem.)
2) The other board that could cause those symptoms is the DCDS Odyssey Motor Driver. If this is the case, your best bet is to replace it with a Cruise Commander from Electric Railroad.
