There are two ways to do this. Lionel uses inch measurements of the tire not wheel diameter so your numbers are .138" x 1.3". You want tire diameter to be less so look for something around 1" OD.
It seems to me that there is potentially a good business for someone who wants to manufacture traction tires for O gauge locomotives. The absence of MTH is going to be a problem. Using good quality material and sizing tires precisely for a particular engine is the way to go. I think there is also a market for better traction tires for Lionel.

Ditto, ordered a whole bunch of sizes last year. I've been repairing many cassette decks of late, for myself and others. Just about all of them need drive belts, being 20-30 years old. Instead of purchasing individual belts, I purchased a kit of many different sizes. Would be nice if we had that for are O gauge engines.
