Does the ZW transformer have to be on a level surface? I have it tilted on board for easier access. Cant get the red light to go off. Could the protector be bad? How do I check.

Is it hooked to the track? if it isn't get it to a repair guy. if it is hooked to the track find the short.
A ZW transformer should not have to sit flat. You should be able to use it on a slanted board. There are aftermarket circuit breakers that just sat loose in the bottom of the case. If your transformer has been repaired with one of these loose circuit breakers, tipping it could cause you trouble.
The ZW can be used in any position. Is the green light on too?
If the red light is always on, I have to wonder whether someone swapped the red and green covers.
When the breaker is open, the brilliance of the red light should vary as the control dials are moved.
If all four control dials are at zero (off) the red light should be out even when the breaker is oven.
On the ZW that I have out:
The green cap is on the side with the "A" and "B" controls.
The red cap is on the side with the "C" and "D" controls.

I assume you mean the old ZWs. Looking at the transformer from the front, red cap is on left; green on right.
