The Congressional and the Senator were sister trains so making both trains makes sense.  While the prototype consists were not identical, they were close. Budd fulfilled the orders for both trains that totaled 64 cars at the same time in 1952.   The biggest difference was the Congressional terminated in NY Penn, while the Senator would receive New Haven locomotives at NY Penn for the remainder of the trip to Boston.
