Somehow I would up with both sets and add on cars They seem to be the same except for the Congressional sound car. Am I right ? Why if there's no difference would Lionel make 2 sets the same? The only thing I see is that the car names are different

I guess that's the difference!
The Congressional and the Senator were sister trains so making both trains makes sense. While the prototype consists were not identical, they were close. Budd fulfilled the orders for both trains that totaled 64 cars at the same time in 1952. The biggest difference was the Congressional terminated in NY Penn, while the Senator would receive New Haven locomotives at NY Penn for the remainder of the trip to Boston.
I have the Congressional and the sound car, didn't see the need for the Senator set as well.
