Locking a NYC S2 Electric Loco with TMCC into neutral

Hi all, I have a layout that only has conventional power/control and have no plans to upgrade to TMCC, Legacy, or DCS. I have a Lionel NYC S2 Electric Loco with TMCC that I would like to park on an unused siding in the bad side of town. Can anyone tell me if there is a means to lock it into netural (like you can do with PS2) so that I can power the sound without it going anywhere?
