Try calling Atlas. They may be able to direct you to someone who can fix it, and they may also be able to help with self-diagnosis. I've had very good experiences with Atlas service.
What part is it? If that is the driver pack for an LED headlight, or is it a flasher for a Mars light? If it's just an LED setup, you can make your own with a resistor. Gunrunner John can probably tell you the value. You just need to know the voltage output from the board to get the right resistor value.

Have you tried Ron Burling's Ton Of Trains in Fountain Hills? Not positive on Atlas repair but not too long of a drive away.
not trying to make a pun but.
have you tried another light bulb/led light to see if it works off of that component?

I live here in the Phoenix metro area. I would be real tempted to take by the Paradise and Pacific train club in Stillman park in Scottsdale. Those guys have a lot of experience with the modern O scale, and they are a great bunch, always ready to help if they can.

Yes, that is a simple PCB. Basic rectification and current limiting resistor. For what it is worth I usually find at least one of the LED pairs in atlas out. G

Get a regular Warm White 3mm LED. The board does the voltage drop/current limiting. Just check to see if this is a double bulb how it is wired. Usually I see parallel in Atlas. That way if one goes out the other stays on. G
