I know I can buy rub on's from Woodland scenics, etc. But since I am a cheap dude I thought I would ask if anyone knows of any places to down load oil company signs that I can use on small oil tanks?

You might like to look at some of the oil company websites. They tend to have logos of various sizes on many of their pages.
You can also google for vintage advertising.

I have done this many times:
Google > Images > 'oil company name' (Sunoco, Shell, Conoco, etc.) and you get losts of images that you can resize, crop, and print.

I wanted signs for defunct oil companies, for a specific geographic area and period, so I searched petroliana (auctions on eBay and google search...there is a lot of interest in petroliana and a lot on the net). I found signs, some originals on eBay for auction, some in photos hanging outside abandoned gas stations, printed pictures, took to Staples, and had sheets of 'em printed and now some signs hang outside my model gas stations.
