Just picked up the cable car and impressed EXCEPT where those trucks were located (large nut and screws), just looked butt ugly.  So unscrewed the cable holders/racks at each car end, and re-positioned them so the rack ends cover the truck nuts.  Can reuse two screws to secure the the holder/racks.  In addition add a thin bead of elmers glue along edges to help hold them in place (in case you wanted to remove them later).  Add some crates or tool boxes to fill the now vacated spaces.  Paint over the shiny sliver screws to blend them in.

Maybe Menards should redesign this car slightly to cover those truck nuts.

There are many ways to cover the screw holes, just let your imagination run. I have used very thin strip wood about the same width as the floor planks, painted them the color of the planks (or very close to it), and lightly glued them over the width of the flat car over the hole. They are hardly noticeable. You can add additional loads to what is already on the flatcar. Sandbags, barrels, crates, etc, could be added too. Gear workings off of defunct tools might work too. The fun will be to give that flatcar character of you own flair.
