I guess more information might be in order, i.e. what do you mean by "modern coal mine"? The current "modern coal mines", out in Wyoming & Montana, for example, are pretty much all huge open pit mines.
AAA makes an operating flood loader like the ones used at modern mines. They also make an operating rotary car dumper.
The modern mines in WV seen from the railroad are pretty much a big conveyor belt and a flood loader.....the mine is out of sight. To model the entire mine would take a basement.
There is that kitbuilder outside York (who sets up in the Yellow Hall)..somebody on here will know the name...who builds fairly modern buildings for a tunnel mine.
I think the name of the guy outside York is K & P Buildings. They advertise in OGR MAGAZINE.

you mentioned "modern". Most of what you might find will be gearded toward steam era.
I too have an interest in coal facilities. I've operated loaders and dumpers on several layouts and I really enjoy them. Unfortunetly, they have all been on HO layouts. I've started making drawings to O scale dimensions to begin constructing my own since there isn't much out there.
Concerning the K & P unit, that is more geared to steam era but is not out of place on a late 80's into the 90's modern era which I plan to model. I have what I believe is the main coal loading building(picked it up at a O scale show) and the clearance under the building is not enough for coal porters with loads. If you use something on the order of a Fishbelly hopper, it fits on the clearance issue. Just didn't want you to purchase the kit, spend day assembling it only to find out it is 1/2"too short for your coal porters.
Here are a few links that I will be using to help construct my own. If you want , shoot me a email off-line (in my profile) and I can send over short video of the clearance issues.
By the way, I'm not sure what you mean by modern as far as geographically, coaling out west is a bit differant than in the east. In West Virginia, some older coal mines still operate(somewhat similar to K&P), just have been modernized, others are the more current flood loaders(as in my links below).

Yes, West Virginia, western kentucky. A great DVD you might want to invest in is by Pentrex titled "CSX Southern West Virginia Coal"
I highly recommend it. You can find it on ebay, its about 27 bucks. I learned a lot watching that , I often go back to review.
I do not know of any plans available, what I'm currently doing is I took the Walthers Flood Loader HO model , I then use it for getting scale measurements for O scale.
multiply by 1.8125 to get the 1:48 dimensions. I plan on doing a card stock mock up before I attempt to scratch build it (which I've never done before, but up to the challenge)
Working the loaders on the operating sessions I've done has been totally gratifying, it opens up a whole new world for our layouts.
We need some coaling structures for the O scale community.

The operating sessions I did were a Food loader modeled in Logan west Virginia, I would load hoppers 4 at a time until I filled a 25 car unit train, then another operator would run that coal train entering southern Ohio, run thru central Ohio up to the loading dock in Lorain on Lake Erie. There, another operator was dumping each car into a lake freighter. The unit train operator would then run the empties back to me in Logan West Virginia, hopefully by the time he got back I had more hoppers filled and ready for him to start building out his next unit train. I can honestly say that as much as I enjoy switching, the whole coal loading thing is fascinating. Makes me think of how those postwar operating Lionel accessories captured our attention even way back then.
