I am interested in buying one, but would like to know if the Passenger Station Proto-Effects are generic or specific to when it ran in excursion service.

You might want to contact MTH and ask, as well as provide information as to when & were the locomotive operated in excursion service, especially prior to the Blue Mountain & Reading acquiring the locomotive.
