After spending $28. on a new board the whistle will not work. The motor is good and the impeller is free.

The electronic whistle relays are polarity sensitive. Try reversing the leads to the test track. Also, what transformer are you using? A modern one will work better than a postwar with a weak rectifier. You can check the transformer with a DC digital voltmeter. Track voltage should be about +2 volts DC when the whistle button is pressed and AC power is applied to the track.
I tried reversing the polarity and still no whistle. If I put a 9 volt battery to the track the whistle will blow. I don't have any newer transformers. all the transformers I do have will blow older lionel whistles. Checking the voltage on the trans. I am using now is +4v on AC. I can not get it to register on the DC scale.
