The electronic whistle relays are polarity sensitive.  Try reversing the leads to the test track.  Also, what transformer are you using?  A modern one will work better than a postwar with a weak rectifier.  You can check the transformer with a DC digital voltmeter.  Track voltage should be about +2 volts DC when the whistle button is pressed and AC power is applied to the track.
