Today I got in a 30-5174-1 Brill trolley. It was new in box or so I guess. Had some time on it, 15 mins but oh well. Anyway, the interior lights don't work. I want to get the car open to check them out but I can't get it open. I removed the screws noted in the instructions but it won't budge and I don't want to break it. Thoughts.

Make sure you got the right screws, should at least start to come up. G
I checked. I removed the screws on the front and rear of the unit as the instructions and no dice.
I have not worked on one in years, any others in the middle? Any tank screws look like washer head screws? Otherwise stuck for some reason, the shell should at least start to come up. G
I looked at the manual it almost looks like there's screws in the middle but I removed the screws near the tank and there way too short to hold a shell on.

Here's what's under the middle screws. There holding something on (at least I'd guess) so I only removed one on each side. I included a picture of the end as well. There you can see the green paint and the mounting post.

In the instruction you showed of a PS-2 model see the extra middle post on the shell. On some diesels one set of screws on the fuel tank are long and hold the shell. Some times they are on the same side of tank, other times diagonal. Remove each one one at a time and see if you get a long one. Otherwise use a spatula and pry a little along chassis and shell to see if it stuck. G

The instructions I got were on the product page for the trolley I have. All the screws on the fuel tank are the same size. I'll try to pry the shell. It could just be stuck.
