Seems it's all a numbers game, and there are only so many factory resources to produce product. New catalogs get produced... orders for exciting newly catalog'd products come in... the bean-counters give priority to those orders where the largest revenues and profits occur. So track falls by the wayside and overseas factory production dates are pushed further out. 
It's a vicious cycle, since the bean-counters don't build layouts and make decisions in a vacuum.
