No pot under the water hatch on this. It was made before the opening hatches and smoke pots were a thing. 

It definitely is supposed be under the locomotive cab judging by the manual. Maybe try opening the engine to see if the switch is inside the engine.

It seems to me the only way to determine this is to open the engine to see if there is a switch. I am pretty sure all PS2 5v engines only had a switch for on and off settings while PS2 3v had a pot for better adjustment. I would say open it up and find out what happened to the switch.

The Manual has the switch in the engine which as in my photo its empty and John has backed me up on this. There is no switch or pot on the tender for smoke, only for volume. 

Long ago I asked and never got a good answer, but if you look at PS-1 stuff for example, there are plenty of extra holes on some models that make it look like it would be PS-2 ready.  Maybe at some point generic inserts where being used for the casting and you wind up with slots and holes not used.

Again, the guidance I gave is from our training, and documentation.  The smoke switch location is always where the circuit board is for steam.  You run out of wires in the tether otherwise.  G

I wonder if this engine was originally designed to be a PS1 and sometime during development/production PS2 was born and they decided to upgrade it. 

I have the same model.  My box says ProtoSound.  The engine has stickers say PS2 and it was a PS2 5v board.  There is a space in the engine frame for a smoke switch, but the actual switch is on the tender.
