My MTH 30-1789-1 PS3 Imperial N&W J is has been recently began running very jerky, now seemingly losing power and lights and briefly coming to a dead stop before quickly starting back up again and resuming speed, regardless of whether or not it is on straight track or a curve. The wireless tether is in fully and I have tried using the tether holder than came with the engine to no avail. I cleaned the track, wheels and pick up rollers but still nothing. 

Anyone have any insight?

You said the wireless tether is in tight, BUT…  I’ve had similar issues even though I “knew” the connections were tight.  Even if a connection is unseated by a very tiny gap, it can cause the problems you are experiencing.  The connection at the cab can also come loose, especially if the wire to it is a bit tight.

Also, does the loco have a trailing truck that could possibly contact the exposed contacts on the cab end of the drawbar causing a short and fried board?  Even if it has a plastic insulator, that can rotate out of position.  You will want to put some liquid tape on the exposed contacts.
