Do you have a model number?
Model # 30-1119-1 using a KW transformer. Transformer checks out fine.
This engine does not have PS2. Was it upgraded? From the factory it came with a whistle or optional Protosound 1

Ok, you just stated in the title that it was PS2. Likely the sound problem is being caused by a dead battery.
I just ordered a new battery.
What is slow speed? You say sounds start a 10V, that is normal. You should get some sounds at lower voltages, and it does have a volume control pot on tender. Sounds and No sounds are not the same. G
It is covering a 10” section of track in two seconds. The no sound at slow speed is not normal. Engine sounds used to start as soon as engine started moving.
NO sound or no chuff? DO a factory (Reset18) reset. G
