I am trying to figure out if these two models are the same or did MTH actually make separate molds for each. They seem similar but I can tell from the images I can find on the web. Any help would be appreciated.

I have a 2 rail version of the njt alp 46. The model is of a real alp46, not the European traxx lock. It's a decent model of the alp 46. My only complaint is that the sound set is not accurate for the alp46.
Theres's one big difference.
The TRAXX requires O72, however, my ALP-46 will negotiate Gargraves O42 curves. The cab designs are different.
I was interested in the ALP46 but lost my interest when I found out that it was not in American O-Scale. According to MTH website, both the ALP46 & Traxx are 1:45 scale which apparently is the European O-Scale.

I have Lionel fastrack so I need one that would work on that but prefer to run o36 eventhough I have an o72 that I have the Acela on.

I have no idea if it will work on O42, however, I wouldn't think it can.

Hi-Rail wheels with larger flanges are typically intended for use with 3-rail track while scale wheels are intended for use with 2-rail track. It can be problematical to use an engine on track for which ts wheels are not intended.
