Multiple Engines Responding to the Same ID - NOT Supposed to Be

I have a Lionel TMCC C&O Berhshire (item #6-18149 Cab #2699). When I program it into my legacy system, any legacy engine or sound car I have on my layout will respond to that ID. I've tried reprogramming the engine multiple times with a different ID, and nothing seems to change. No other TMCC engine I have has this issue. I bought the engine used, but was not able to test any TMCC functions. Any help would be greatly appreciated.

You cannot use ID 99, because that address is ALL engines.

Again, many of us use ether the first digits or last combinations for address. But, usable space is really only 1-98. ID 99 is reserved.

Suggest using one of these.

ID 26   2699

ID 69   2699

ID 29   2699

But  never ID 99  2699

I reprogrammed it as 69, and that worked. I was not aware that you couldn't use 99. Thanks for the help.
