I've been running my diesels of late to give them a little work out, so there's a bit of a problem sparks!

so I did this, first I cleaned the wheels with contact cleaner or any other cleaner then I use Flitz Polish

and polished the wheels clean. I mean the wheels a bright now and you know what the sparks stop and they 

run a lot smoother now

I have been using a spray electrical contact cleaner, they are generally safe on plastics. I put some paper towels over several track sections, soak them with the contact cleaner and run the cars back and forth over them until clean. I can do a lot of cars quickly this way. Citrasolve or other orange based cleaners will also work. I put that on the rolls on the track cleaning cars because it works and does not evaporate so fast.
