I am building a front for a customer - an old theater that closed down. I had to make a custom marquee. This the first time I have done something like this.

There are two marquees - a small top and a larger bottom. They were built with two layers. The first was a black/white layer to block light where I did not want it to show.
The top layers had all the color. One is shown below
Next are a bunch of photos showing the lighting effect.

Now that I know what I am doing yeah - however I can post more detailed instructions if you want to give it a shot.
The marquee is a basic 'light box' - white styrene painted black (I hear there is black styrene available??) where no light is wanted and clear styrene where light is wanted to show.
The marquee itself is two layers. The first layer is printed on 'dry transfer paper' - I used Avery whole sheet mailing labels. The second layer was printed on normal white bond paper. I also tried vellum for the top layer. It looked good but the white paper turned corners much easier.
Depending on what you want to show the first layer is black wherever you do not want light to come through.
