Mystery British Clockwork Loco & Tender

This came in a Hornby box with Hornby coaches. The whole set was sent in error,
I was supposed to get a goods set, so it will be returned. Still curious about
who made the loco and the tender. Flimsier tin than Hornby. Mettoy or similar
come to mind. Would appreciate help with ID.

English auction site shows identical locos uncertainly identified as possibly Brimtoy or Chad Valley.
