need a set of Hi-Rail wheels

I have a MTH 20-3173-1 Pennsylvania 0-4-0 A 5 Switcher.

It came with Hi-Rail Wheels one of the drive wheels was damaged so I returned it to MTH for repair.

I was told by MTH that they only had wheels in "Scale" to replace my defective wheels.

After the return of my engine, I found that it did not run well on my GarGraves track and Ross switches.

Any one out there that could replace the wheels with Hi-Rail, or know what could be done to put my switcher in order?
