I make mine on an ink jet printer with special ink jet decal film. You'll get a pile of them on an 8.5 by 11 inch paper.

If you need dark lettering, do it on the clear film, if you need light colored letters, ink jet is not opague enough, use white decal film, but you'll have to match the background color of your cars and then cut very close to the letters.  Matching the background color is the toughest part, but you can print out small swatches of candidate colors, coat with clear gloss spray paint (to seal the ink), then match to your cars.

The other alternative (which I did yesterday), was to use the local libraries' vinyl cutter. Buy a short roll of vinyl adhesive film in the color of your choice, and set up your lettering in the app that the vinyl cutter uses.

I printed off about 6 feet of Southern Pacific lettering for cars and engines in silver yesterday - $10 of film made enough lettering for about 12 engines and 20 passenger cars.  Quality is very very good. Printer is a Roland 'Stikr' model.

There are folks that will make them for you - I inquired at gscalegraphics.net, very helpful. Vinyl letters are especially good for larger trains, thin and easy to apply and stick like crazy.
