The car is Lionel #52120 from 1998. The part is the base that holds the wheel for the banner. One of the screwbosses broke, tied Loctite and it didn't hold. I looked on the Lionel parts site and all I see are motorized units.

You can try the Loctite plastics bonding system
An alternative I have used in a similar situation is to build up the broken stud with epoxy. When hardened drill the screw hole.
