Looks like an arbor press to me; probably used for rivets. Your pictures wouldn't enlarge for me, so I may be on the wrong track.

Are there any manufacturing labels or plates on your item?
Definitely for pressing sleeves, bearings or what have you. Unless I am seeing the size wrong it seems to big for train related work.
Arbor press, here's one from Harbor Freight. The special tools that you use with it are costly. I have one and its great for pressing wheels on axles.
It’s an arbor press for sure as others have mentioned, .....looks to be the same size Hobby Horse uses for their wheel & rivet press ....occasionally, the tool sets will pop up on the popular auction sites...however, rare to get the tools with out the press....handy tool....

The press is great, but you need the tools to make it useful.

Yep its an arbor press. A bit large for model trains though.
It does look like one of those mini presses but the sticker says half ton. Good deal if you can get it for 40 bucks.

1/2 ton or 1 ton press is perfect size for model train work, especially O gauge ......my Hobby Horse press is a 1 ton arbor ...

A little less intense. Two pieces, the Press, and the Riveter table, that advances the stock piece, to space the indents accurately. The aluminum plate, with (4) screws, was built to hold the fabrication piece. There are different punch/die sets for different size rivet dents.
