I see several figures in layout photos in this forum and on Facebook pages that I have never seen for sale. I am looking for more figures doing specific tasks, any tasks, just not standing there. Are people making their own or where can I find them? I have searched Woodland Scenics, Scenic Express, Artista, etc. I have the miners, RR construction workers and several other sets but I would like a larger variety to add to the layout. Any help would be appreciated.

Take a look at the little people in the photo below, particularly the guy in the outhouse on the far left:
On the toilet while talking on his cell phone. Now that's what I call action. LOL
Here's a close up of that guy:
He is a very nice O scale metal and painted figure, probably by Arttista. Arnold

Those are just the kind of figures I'm looking for, @josef and @railroad-guy. Where did you get them?
Here’s just one source....AndIan Models.

Actually my wife found this figure at a garage sale were the seller was a former model railroader. I believe its arttista figure which I gave a black wash to only to make it more realistic and bring out details.

Take a look as TedW said at AndIan Models. These are real people 3d scanned and printed. Then for a bit extra they are sent to be painted and then shipped to you or you can buy the unpainted. Pricey but for foreground models they are fantastic.
Those AndIan Models are very good. The best I've seen. Thanks
What O-scale needs is "Action Figures" (not figures in action) whereas their positions can be changed, like a G.I.Joe only smaller. IOW...a G.I.Joe for G.I.Joes!
Hinged waist, arms, legs, and a head that turns/bends, that's 6 or so moveable joints.
