Testing my new D&H PA's just now and No18 set up fine and operates superbly.
No 16 however won't respond to the Cab2 at all. It runs/sounds/smokes fine in conventional but just sits there with it's lights on and won't respond at all under TMCC. Tried starting out with Engine#1 to no avail. Set it to #16 and still nothing. No 18 gave the telltale horn blast with 'SET' but nothing here. Any suggestions please?

Hmm. To diagnose this takes a few clearly described steps.
1. Does the model ignore TMCC when you turn the power on? Does the sound come on immediately?
2. If the sound doesn't come on, then it is probably hearing TMCC. Move the program switch to PROG. <ENG> <1> <SET> (Whistle Blow heard?). Move the switch to RUN. Enter <ENG> <1> to make sure you are controlling engine #1. Anything?
All models were test run at the factory several times. So it's probably a loose wire inside from shipping vibration. If you can take the shell off, look for a loose wire on the Prog/Run Switch, on the motor. On the Antenna wire coming from the Motherboard. All of these can affect TMCC reception.
If all else fails, email me and we will bring it back to fix whatever is wrong.

Thanks Scott, I appreciate your comments. When power is applied it lights up and the MARS light pulses. It makes a brief 'click' as the power is applied but does not continue. Doesn't move either. No sound and the smoke remains off. It seems not to 'take' the set at all.
I'll give the cab removal a try later tonight and see if I notice anything loose.

I had an F7 that would not program and when I opened it up, the R4LC radio board was off by one set of pins. I put in on correctly and everything was peachy. It exhibited the same symptoms as your loco
