Read the article and stumbled on the 250kN rating. It's the first time I've seen tractive effort in metrics. So, I had to check it out and find it's equal to ~56,000 lbs. and that is more than a USRA 0-8-0 and closer to a 2-8-2. And that's from a 375 hp engine! The heavier model would crank out over 65,000 lbs TE and that's more than the 4-8-4s on the GTW. I'm impressed! ...or missing something.

I think you calculated wrong. For an engine with less wheels to have a higher rating it would need more weight, and it is too small for that. Could you have missed a decimal place? 5,600 lbs?
