Why did all Boston to NY train use Grand Central prior to 1970 rather than Penn Station? I read that in 1970 all trains were routed to Penn. Or did NH use both prior to that?

The New Haven used both GCT and Penn Station. I'm not aware of any "through" passenger trains the New Haven had to GCT but, they operated at least two in conjunction with PRR through Penn Station, The Colonial and The Federal.
Someone from the New York area would be much better versed in this than I but, I believe the majority of New Haven's service in and out of GCT was commuter.

As far as I know, ONLY through trains used Penn. All New Haven trains that originated and terminated at New York used Grand Central.
You may not be aware, but prior to completion of HellGate bridge, the overnight FEDERAL operated via Poughkeepsie and the L&HR.
Ad believe it or not, the Lackawanna once operated a train from Hoboken to Boston via the Sussex Branch and L&HR!
GCT is a terminal while Penn is a through station. Any long distance trains out of GCT by New Haven would be to Boston.

not true. Amtrak upsate NY and Canadian services prior to the late 1980's used GCT. in the late 1980's the west side connection was finally completed.
Meant all NY - Boston trains were routed to Penn.
