Newest run of Atlas Premier E-8's questions for guys who own them

I just took delivery of the new E-8's. My version is Penn Central. So my question is that there is the "SPW" soft key on DCS handheld. Can anyone get their playable whistle to work? I assume that I press the button to get the "SPW" icon to turn dark. This happens but then turning the thumbwheel nothing happens. Am I missing something? Secondly........My non powered unit has traction tires installed. Why? Also my non powered unit has 2 locked up axles on the rear truck. Any ideas how to free them up? Thanks for any input.

All issues resolved after speaking to "people in the know" Locomotive functions all work as they should. Wish Atlas could sell me the appropriate pilot for this loco. The pilot with this loco is plain Jane with no added on details. Looks like the old pilots from the Proto1 days in the '90's. Not prototypical. Seems like custom runs only get the correct pilots. Thanks for all the replies.
