broken wire, bad socket or burned out bulb.Nick
Remove the bulb, get an AC voltmeter, turn on the power and check each terminal of the bulb socket for power. Put one voltmeter lead on one terminal of the socket, and the other voltmeter lead goes to first an outside rail, then the center rail. You should get a reading on one of the rails. Now switch the voltmeter lead to the other bulb terminal, and you should get a reading with the other voltmeter lead on the opposite rail from the one you got before. If you do not get a reading on one or the other bulb terminals, that is the bad terminal. Check the socket wiring to the roller or ground.

its a new caboose been sitting since 2001, no loose wires or ends the rollers clean, ill try what TrainLarry said and report back
Or just wiggle the bulb in the socket, perhaps corrosion between the bulb and socket from sitting so long.

I pulled the lights out and put them in there is no corrosion anywhere

Ok after disassembling the caboose it was:
1. Wired wrong
2. The roller isnt touching the center rail, and there is no adjustment to lower it make contact to the middle rail.
