I just purchased a Weaver Masonic train set and its apparently never been ran, after having the engine and tender checked out by my local train guy i set everything up and it runs great, just my caboose light wont work at all, all the contacts are clean and the lights arent blown, what else can i do?

Remove the bulb, get an AC voltmeter, turn on the power and check each terminal of the bulb socket for power. Put one voltmeter lead on one terminal of the socket, and the other voltmeter lead goes to first an outside rail, then the center rail. You should get a reading on one of the rails. Now switch the voltmeter lead to the other bulb terminal, and you should get a reading with the other voltmeter lead on the opposite rail from the one you got before. If you do not get a reading on one or the other bulb terminals, that is the bad terminal. Check the socket wiring to the roller or ground.

You have a couple of options.  If you want to check voltage, set the meter to one voltage step higher than what the transformer will put out. Most Lionel/MTH transformers will put out anywhere from 18 to 22 volts AC. Or if you're careful, set the transformer at approximately voltage on the meter can read.  Without seeing the meter, kind of hard to tell. some do 12 volt AC, some do 15 volt AC, etc.
If you don't use voltage, you can use the ohm resistance setting to test for continuity, i.e., broken wires, burnt out bulb. Simplistically, the bulb filament is a very thin piece of wire. Also, check each wire individually. One wire should go to the center pickup, the other to the outside rails. Since the wheels aren't insulated from the truck frame and the truck from not insulated from the caboose frame, it should be a continuous circuit.  I don't know how weaver cabooses are designed, so I can't tell you the best way to check.
