Help! I installed a new smoke unit (from Train Tender)  on a 8100 (611) Norfolk & Western loco and cant get it to smoke.

The in-line fuse is OK as track voltage is getting to the smoke unit and the top of the smoke unit is warm / hot. I put in 12 drops of liquid smoke and both ran the loco and let it sit in neutral for a minute at track voltage and the slowly run with no smoke.

The puff piston from below is working correctly I believe.

What am I doing wrong?

I think you flooded the unit. It is a piston pumping style and needs about 6 drops. Not sure if there is any wicking in there to soak the fluid but probably has a sleeve over the resistor which I cut off and add a small amount of wicking near the resistor.
Your unit is almost the same as the SP daylight steamer from that time period with the tubing off the smoke unit to force smoke out by the drivers.
