Picked up Tmmc HHP-8 runs great but can’t get horn or whistle in conventional.

Exact model number is always a good idea when asking a technical question. Lionel typically used 6-xxxxx on older items.

Either way, I would ensure the volume control is all the way turned up- as one possible answer.
Okay the numbers are 6-31779 and 73-1779-250. Tried the sound knob and it’s set to sound.
6-31779 is the set with the lightweight TMCC system and a basic horn/bell using Trainsounds. The 6-38402 is a separate sale HHP-8 with full TMCC & cruise and Railsounds 5. It also has much more robust full sized motors.
Have you tried turning the switch to "program", powering on and off, then resetting the switch to "run"?

Lionel declared all the Trainsounds boards as obsolete and took them off the parts site. Unless you find one in the aftermarket, you're out of luck. You could retrofit the ERR RailSounds Commander without too much difficulty, that's one avenue.

Also, no, that wire probably is not going to fix the sound. It would affect TMCC VS conventional operation.
