North Philadelphia E-8 on siding need info.

I know it's a long shot,but anybody know anything about an E-8 and amtrak baggage car also i think a P-70 coach on a siding just north of Philadelphia on the main line...very badly covered with "art work".I see it all the time was just wondering why they are there...also the E is amtrak....thanks for any info.....joe
