Just picked up a used North Pole Express Route of the Reindeer RS-3 diesel - 6-18753. Ran it once around the track when I got it and horn, whistle and train talk all worked. Ran it tonight - nothing. It does make a high pitch whine when in neutral, but nothing else. Lights work, train runs like a trooper, but no sound. I use a transformer that came with Polar Express freight set (80 watt) conventional mode on a 6x14 layout with 4 terminal connections attached. I have Polar Railroad GP-7 legacy engine running in conventional and the sounds all work. Also have Polar Express Streamliner diesel and likewise all sounds working. PE steam locos all whistling as well. Dog barking, phone ringing, everything making noise except the RS-3.

I am complete novice, but I have read where a great many here fidget with their trains to do maintenance and repairs. Any suggestions on what I might try before I find a repair shop?

User manual says it is equipped with TrainSound, if that helps. Bottom of the engine has on/off for smoke and directions, but I can't find any controls for sound including volume. Apologies if I sound like I don't know what I'm talking about, but I don't know what I'm talking about. Open to any and all suggestions and advice.

I have that locomotive.  On the underside, underneath the short hood, there is an access hole in the center to a slotted screw which adjusts the volume of the trainsounds.  Turn it clockwise for louder, counterclockwise for quieter. 

If adjusting the volume control doesn't help I suggest that, as a novice, you take the loco to a qualified Lionel repair person.  The problem could be as simple as a loose connector at the trainsounds module but it's kind of tricky to remove the shell.
