I purchased a Lionel 6-28208 TMCC NOS from 2003 never opened and in the original sealed shipping box. I am using a Legacy 990 command system. The engine programmed in, and the sounds, directional lighting, all lighting, horn, bell, and smoke unit fan all work  The smoke unit itself doesn't seem to heat. The big problem is the engine won't move in either direction. I tried re-programming it to a different ID and got the same results. With the smoke unit on (or at least the fan) the engine draws .07 amps at 16 volts according to the Z2K transformer. The directional lighting cycles but the engine sits there. As the speed control is increased the rev sound increases like it should. The brake slider is all the way to the top (minus). I made sure all three boards were firmly connected to the mother(?) board. All connector plugs are secure and there aren't any noticeable broken wires including from the wheel assembly pickup rollers. When manually turned, the flywheels and wheels move freely in both directions. When speed is applied the motors don't buzz or vibrate and are totally silent.  Nothing smells or looks burnt. I tested a couple other TMCC engines and they work fine so it isn't the 990. What could it be?
