Nope, you are not expecting too much in my book. This is basically abuse.
It may be abuse due to the machinery they use to route boxes around facilities, or it may be personnel, but it shouldn't happen either way.

As long the engine is ok you have no beef. I have recieved worse, one that tore the outer box to shreds and deep scratches and creases on the inner box. The scale steam engine was just fine though. According to UPS there was no claim because there was no damage to the contents. Boxes don't count.

Boxes don't count to retailers at times also. I got the Lionel N&W Offset hopper 3 pack from a dealer where the main orange box was in shreds on the bottom. Appears as if a fork lift or something did it. I was invoiced new and basically told that the cars were what was sold. I am like most in wanting the contents and packaging mint. It would have been nice to know that up front. Hopefully I will never decide to part with them.

If you want perfect "NIB" condition, buy from a local dealer. The box served it's purpose. I know we all like the mint box for resale, but I don't think there's a lot to go on. Especially from the shipper. If there ARE problems with the loco, the you have appropriate evidence.
I get PLENTY riled up when it comes to UPS/USPS/FedEx, and there are good reasons for it, but shipping goods across continents is an imperfect business. Think of all the crazy stuff that can happen in the air, on the water, and on the ground that could harm a package or its contents. Disgruntled employees are typically only a (small) part of the equation.
Incidentally, I just had this happen today. Package/box was all torn to heck. Looked like it had been soaked at one end. Item inside was in mint condition - much to my surprise.

You've taken some photos which is what you needed to do should it be necessary to file a claim for damage later. Edit: Most important with the photos, save all packing materials and the box. It's not being anal; just prudent. Send the photos to the vendor and put them on notice of your concern that the item was/is damaged.
The quality of outer shipping cartons has really gone downhill over the past 10+ years. A lot of what I've sold on the forum the past couple of years has shipped in it's original outer shipping cartons. And I gotta say, the locomotives from the early 2000's made in Korea had MUCH stronger outer shipping cartons than the newer stuff shipping today out of China.
I received a shipment the other day, and let's just say I was completely underwhelmed by how "lightweight" the outer shipping carton was. I almost was afraid to touch it. But the shipment survived intact, and that's all that counts.
I can understand keeping shipping costs down with lower-weight materials, but I think shipping companies are also charging based on girth size nowadays too. So if size becomes an equal or overriding factor, I'd rather have the outer shipping cartons of yester-year. But I think that's just wishful thinking.

I have been lucky. In all my years buying and in some cases shipping trains I have never had a problem with any package.

My Train of Tomorrow box - the big one with the passenger cars, had a hole a bit bigger than that. But all was fine. I think it happens a lot. that's why they put the outer box on it. the inner were perfect.
This happened to me with my Vision Line Big Boy. I am glad Charles RO double packed it or my train box would have been wet.
