That may be true if you mean all black but both lightning stripe versions were used in passenger service. The 1938-'47 20th Century cars were light gray and dark stripe. See pic above. In 1948 the colors were reversed.

Two of the original NYC E7s, 4002 and 4003, were painted all black and had the slotted pilot.  Very interesting variations. 

The 3rd Rail one did turn out well.  We had some excellent help on that one.  Released in early 2012 as part of the 2nd run of E7s.  Who knows, possibly a candidate for a rerun someday with all the latest features that make the E8s such wonderful runners?

I can't speak for Scott obviously, but I'd certainly enjoy a rerun of this locomotive.  There are a few road names I wouldn't mid adding to the roster. 

If you paint your own, I'd look for Champ decals if you can find them or possibly Microscale.  It's been a while, but I believe the font size is the same as the 1948 version.  Tru-color would be my choice of paints these days.  They are the same colors as Pullman two tone gray.  Stripes are aluminum.
