A Legacy RS3 or another 4-6-0 with a few 60' scale Madison cars.

A Legacy RS3 with a few mixed freight cars.....a box car, a reefer, a tank car, a flat with load and a coal hopper....with an appropriate caboose.

Easy enough to put sets like these together. They have all been made many times over.

I have a K Line RS3 #8322 from ~2001-02. It smokes like a champ and pulls great. I combine it with the 60' Atlas cars....or the selected fright cars I mentioned above.....I also use my Lionel 4-6-0 with these cars.

Here's a video.....with the Hudson showing up, I guess I have to say I'm well into the Bronx, near where the Put joins the Hudson Divison......I can smell the fresh bake cookies from the Stall Doro factory right now!

This is a fun model that I'm sure would be fun and popular. Personally I use my Lionel Service Station NYC RS3 mixed train sans freight cars as my Putnam division train. 

As a new purpose built set I would love to see a new mold of modern lines Class C 4-4-0 #1038 heading the set but I would be happy with Class F12 4-6-0 #1234 because both Lionel and MTH have made passable models of this class depending on how detailed one wants. 

Passenger car wise I like the Atlas Industrial Rail coach and combine cars. I think one of each would be fine. I would like them in the green paint. 

Since the two cars is fine for my Putnam train I would love to see a kit included that could be the Briarcliff Manor, Yorktown Heights, Amawalk, or Baldwin Place because each of those stations was made to the same very photogenic pattern.
