Try Nassau Hobbies. They've done break-ups in the past.
Why not email some shops directly? I think Mr. Muffins has broken up sets before too. Wouldn't hurt to ask, worst they could say is no.
The Lionel offset hoppers are amongst my favorite pieces of scale rolling stock. I would love some of the red-white-and-blue ones from the switcher set. I wish they were available separately.
You could wait for HobbySpeed to put them on the auction site.
