I have an old R 100 transformer that works well. I have the fire extinguisher handy 
I am wondering two things.
1) Might anyone have a manual for one? I do not need it but I would like to have it.
2) Is a 10 amp quick blow fuse on the hot lead suffiicient protection along with a TVS across the terminals?

It depends on what you are trying to protect. Depending on the voltage setting, a 10 amp breaker may not trip at all if the internal one malfunctions. A TVS will provide over voltage/spike/transient protection, but not over current.
