I have no experience with ON30. I am an O gauger but wanted to build a small layout on my third floor and thought that on30 might be fun.
DCC - are there remote controls for this like for Lionel tmcc and legacy or are there just boxes that let you pick an engine and control features. I really want walk around capability if that is possible.

Any other input on controllers and how they work and feel?
It really depends on what engines you plan on running. If your sticking with bachmann then the dynamis would do fine - though that is an IR controller so no turning your back to the layout and trying to control things...might actually work but might not. 
NCE, Digitrax and Bachmann as well as others out there are nice controllers...do a web search under "DCC controllers" and you'll be busy for a while. It really depends on the onboard system of the given engines...my dynamis kind of gave me a hard time with programming my precision scale On30 goose, but I finally got it to work.
Your budget is another concern too...
